Attempted Bank Robbery

I guess these bank robbers should have stuck with the tents…!

ARAB MEDIA
"Al-Rafidayn Bank security members in the Nadir neighbourhood of the city of Al-Hillah, capital of the Babil Governorate, in central Iraq, yesterday thwarted an armed robbery. A police source said that unidentified gunmen attacked the branch of the bank designated for retirees so as to rob it, resulting in an exchange of fire between the two sides. Following this, the attackers were forced to flee."

IRAQ UPDATE 27 July 2009

The rumor of the week is the expert claiming tents are set up on the outskirts of Baghdad to conduct a currency exchange of Iraqi dinar to smaller denominations.

This is unequivocally not true in the harshest terms. The thought of having large sums of Iraq currency curbside and unprotected defies all logic. You have the experience of the last most recent currency exchange in October 2003 – January 2004 which occurred at local Iraqi banks under the protection of U.S. Military, private security contractors and Iraq security forces.


If and when in the future the Iraqi government decides to conduct an exchange or reprint new Iraq currency it logically would follow the same pattern as occurred in the last currency exchange.

Just so you know roads in Baghdad were closed off to allow pedestrians to walk freely and celebrate the last few days of Ramadan. There were no tents set up anywhere not inside the city of Baghdad or the outskirts and outlying areas. As far as U.S. military not being inside Baghdad is totally false they are still there and I will not disclose for security reasons exact location.

Currently there is a tremendous amount of crime happening in Baghdad another reason why there is no tents flush with cash in Iraq.

Let's look at this another way say the rumor of the tents and the currency exchange is true. In the last few days has there been any reporting of any uptick in violence or criminals robbing tents that were set up as currency exchanges?

The trend in Iraq according to the two articles I have listed is robbing banks and currency exchanges, so I guess the criminal gangs decided to take the holidays instead of robbing the currency exchange tents. They like Ramadan so much they decided to take a some time off instead of seizing the opportunity of robbing all those cash tents that are set up curb side for the almost perfect robbery to obtain some quick cash to fund there criminal activities.

All it takes is some common sense and looking at this realistically and almost all rumors that are out there concerning the Iraq currency sometimes have false pretensions. Most rumors not all.

The week of the 15 September in Iraq was significant as the Vice President of the U.S. visited with the Iraqi government and its leaders with a private meeting with Prime Minister Nuri al-Maliki. VP Biden stayed a few days and than left the country.


30 Days to Pass Legislation


The next investment conference will be held in Wash. D.C. on 20-21 October and attending the conference is different sectors representing the Iraqi government and other private companies. PM Maliki would be attending and ready to ask for donations of funds to jumpstart his reconstruction plan for Iraq. It appears that the upcoming conference possibly not be as beneficial as the PM thought it might be if the Iraqi government does not pass certain amendments to the Investment Laws no. 13 - 2004. The conference is less than 30 days and it is possible for the Iraqi Parliament to pass the needed laws to attract foreign investment into Iraq.

Remember what happened last 30 April at the London Conference the biggest complaint was no ability for foreign companies to own the land when they were too set up there offices and companies inside of Iraq. Here we are again six months later with the same issues.

If the Iraqi government was to pass the amendments to the Investment laws the Iraq government would probably be more successful in obtaining funds from the OPIC. They could still do however, not the amount if the Iraqi government is successful and came to Wash. D.C. with a better environment for foreign investments.

So basically what the American Contractor is getting at is the PM Maliki is going to ask for funds at the conference while the Iraq Parliament still has not ratified the necessary laws to support his offers. This includes the Oil and Gas law.

Again I do not see anything happening until after the National Elections on 16 January 2010.
I am reviewing and also updating my ever so accurate, Iraq Important Dates and be advised that September 30th is the last day for all Iraqi's to register to vote for the National Elections.

Chapter VII still in effect as Iraq and Kuwait are still trying to work out there issues with each other.

Kuwait is not waiting on Iraq to have an International currency for investments when they already have a foothold and strong one already inside Iraq with the extension of the Kuwaiti NBK bank. All Kuwaiti projects and investments would be funneled and processed through that particular Iraqi bank if they decide to invest the war reparations inside Iraq. The decision still has not been determined or announced by the Kuwaiti government or the UNSC Secretary-General.

You can not say Chapter VII has been removed because nothing so far as been reported as to what percentage Iraq would be paying the Kuwaiti government as to what percentage of Iraq oil sales. Will the percentage continue to remain 5% or lower to 2% or remove it entirely. The U.N. Security Council (UNSC) still has to bring the removal of Chapter VII to a vote and this will be done tentatively the end of the year.

Another issue is what to do with the Development Fund for Iraq (DFI) which expires at the end of the year? How will the Iraqi government continue to protect the funds from all the claims and lawsuits? Remember, what I had written about what the Russian Ambassador to the U.N. said about Iraq and remaining under protection of the DFI funds and lifting the Chapter VII. The Russians said Nyet!!

Why would the Iraqi government need at this moment in time an International currency when they can today, legally, convert the Iraqi dinar into any common International currency they wish with support of the Trade Bank and any other Iraqi Bank? They can purchase anything in any contractual accepted denomination for those goods, products and services and have been doing so since 2004.

If your looking for an Iraqi currency to go international at this point in time your going to have to wait awhile until more stability and better conditions for the Iraqi government to impose those requirements that have been set forth by the IMF. 22 July 2009 BAGHDAD TENTS ??

Well, I knew after the last publication that I would receive correspondence from readers and I do appreciate all of them, which brings us to this publication.

Iraq Currency convertible or not convertible?

In October 2003 to January 2004 we all know the new Iraqi dinar was first introduced during the days of the Coalition Provisional Administration (CPA). During this time there was a web site listed as an information web site and if you have never been there you should visit as there is a wealth of information there for you.

Question: Will the new currency be convertible into other currencies?

Yes. The new currency will be convertible into other currencies at the market exchange rate that prevails at that time.

Question: Can dollars also be exchanged for new Iraqi dinars? What will be the conversion rate for dollars?

Dollars will not be converted directly into new dinars during the official exchange. Following the exchange, dollars will be convertible directly into new dinars at the market exchange rate. New dinars will also be convertible into dollars as well as other currencies at the market exchange rate.

Question: Will it be possible to exchange currency outside of Iraq?

No. The only official currency exchange locations will be located within Iraq.


The Iraqi Dinar currency is convertible to those currencies commonly associated as internationally traded currencies, such as U.S. Dollar, Euro, Canadian dollar, Swiss Francs, U.K. Pound, and Australian dollar. The CPA web page mentions the converting the New Iraqi Dinar into other currencies.

CPA Order 43, Section 3, Paragraph 4, mentions the New Iraqi Dinar is legal tender inside Iraq.

Iraq has a convertible currency just only inside Iraq to other foreign currencies. If Iraq did not have the Trade Bank of Iraq and also the Import and Export Bank in order to purchase goods from other countries Iraq would not be able to purchase those products at all. Iraq would not have the ability to convert the Iraqi Dinar into other foreign currencies without those mentioned banks and the Central Bank of Iraq authorizing those transactions.

Another example that Iraq has a convertible currency but only inside Iraq is the published article in the Iraq Directory web site. The Central Bank of Iraq denied placing any restrictions on foreign currency exchange transactions. The article was published 9 August 2009. So if the article is true than no foreign currency is being restricted inside Iraq to include the foreign currency U.S. Dollar. As you can read from the article the exchange of Iraqi dinar to a foreign currency is a guaranteed right by Iraqi law to every Iraqi citizen.

The October 1st deadline is being imposed only by the U.S. Military or soon to be U.S. Forces-Iraq (USF-I) after 1 Jan 2010, to start limiting the amount of U.S. dollars the military is bringing into the country as U.S. forces prepare to redeploy.

This does several things it reduces the U.S. military manpower it takes to account for and track the finances for the warfighter freeing those support units to redeploy and causes the Iraqi people to rely less on those U.S. dollar revenue streams they have been accustomed too for the last six years. The U.S. dollar is not being outlawed or banned from Iraq and as I have mentioned before you will still be able to exchange Iraq dinars to U.S. dollars at any Iraqi bank or currency exchange.

One more thing if you walk into an Iraqi owned store the store owner does not care whether you use U.S. dollar or Iraqi dinar and if you use U.S. dollar and the store owner has the ability to give your change back in U.S. dollars he will and this has never been problem. For all those on U.S. Military bases well the command at your base will dictate what you can and can not do in regards to the U.S. dollars and Iraqi Dinar.

The Post exchange (PX) will continue to use U.S. dollars as I've mentioned many times before unless the U.S. Army regulations change the U.S. dollar is the only currency in use world wide at any AAFES establishment.

Central Bank denies imposing restrictions on foreign exchange

Iraqi Central Bank denied the rumors about its intention to restrict foreign exchange and foreign currency transactions. An official source at the Central Bank said that the goal of airing these rumors is to achieve selfish gains for some speculators and damage the stability of the national economy.

The source added that the freedom of foreign exchange is a cornerstone of the economic rights of citizens guaranteed by law and consistent with the objectives of the monetary policy which aims at imposing stability and promote development and economic well-being, provided that it does not intersects with the law no.93 on combating money laundering and crime money as well as the financing of terrorism.

On page 18, Section 5 – Official Foreign Reserves

Article 27 Management of official foreign reserves

The First paragraph says:

The CBI shall conduct transactions in foreign assets and manage all official foreign reserves of the state consistent with international best practices and subject to the objectives of monetary policy. The board may invest such reserves in any or all of the following assets:

Continuing in Section 5 on page 19;
b. banknotes and coins in foreign currencies normally used in the making of international payments held by or for the account of the CBI;

c. credit balances that are payable on demand or within a short term in foreign currencies normally used in the making of international payments and that are maintained in accounts of the CBI, or otherwise invested through repurchase agreements, with foreign central banks, international financial organizations or major international banks designated by the board;

The CBI can conduct transactions in foreign currency according to there CBI laws to date and have been since 2004.

When the Iraqi government purchases and imports wheat from Australia and they have in the past the Australian government would most likely would want payment in Australian dollars and not in Iraq dinars and as I have shown the Iraq dinar is only tender currency inside Iraq. The Central Bank of Iraq (CBI) is responsible for international payments as you have read in the preceding paragraph.

As you can see for yourself converting Iraqi dinar for international transactions has and is currently being done as I write this not as an Internet Newsletter however, as the American Contractor Newsletter.

Iraq and the World Trade Organization

We can all agree Iraq does not have an international tradable currency however, this will not impede from successfully joining the World Trade Organization (WTO) in the future. The example I can show is Cuba which continues to have sanctions to this day against it however, did not stop from successfully joining the WTO in 1995. Other countries that also do not have an international tradable currency is Saudi Arabia, Jordan, Israel, and Argentina who are all active members of the WTO.

In September 2005, the Iraqi government applied for acceptance into the WTO and to date hold the status of Observer until the application and requirements have been met for acceptance into the WTO organization.

I can not make this stuff up as rumors are running rampant about tents in down town Baghdad. I do know this...there are no tents in Baghdad handing out those phantom small denominations of Iraqi dinar any where.

Central bank warns government over cash transfers
The Central Bank of Iraq (CBI) has warned that the government's policy of pressuring the bank into issuing cash transfers to finance its expenditure will damage the bank's ability to fight inflation. Iraq has recently been suffering from inflation and related economic problems that might endanger production and reduce standards of living, according to a CBI statement. Parliament Speaker criticizes "neighbouring countries"
Council of Representatives Speaker Iyad al-Samarra'i has criticized neighbouring countries' "continuing interference" in Iraqi internal affairs. In a speech delivered on the occasion of Id al-Fitr, Al-Samarra'i called on neighbouring countries to "stop any negative interference", adding that there should be international supervision of regional security. Iraq to pursue moves to hold international tribunal
The Iraqi government has affirmed that it will continue its activities aimed towards setting up an international tribunal to investigate the bombings that took place in Baghdad on 19 August. In addition, as Iraqi government spokesman Dr Ali al-Dabbagh told Al-Sharq al-Awsat, "the quadripartite meetings between the foreign ministers of Iraq, Syria, Turkey and the Arab League will continue. It was decided in Istanbul to hold more meetings in New York." (Al-Sharq al-Awsat website, London, in Arabic 20 Sep 09)

MP Al-Askari loses defamation case
The Iraqi Federal Court of Cassation has upheld a libel and slander verdict against MP Sami al-Askari for accusing the Foreign Ministry of corruption and failure. The verdict also orders Askari to financially compensate Foreign Minister Hoshyar Zebari for "moral and material damage he has sustained". MP Al-Askari, from the United Iraqi Alliance (UIA), is a member of the parliamentary Foreign Relations Committee. (Aswat al-Iraq, Arbil, in English 1645 gmt 20 Sep 09)

PM vows to pursue bombers
Iraqi Prime Minister Nuri al-Maliki has vowed to pursue and punish the perpetrators of the "bloody Wednesday crime", including "Ba'thist and takfiris and all those who belittled the sanctity of the Iraqi blood". In a statement on the occasion of Id al-Fitr, Al-Maliki also reiterated his condolences to the bereaved families. (Al-Iraqiyah TV, Baghdad, in Arabic 1700 gmt 20 Sep 09)

Ramadan celebration is over as nonessential offices will be closed until Thursday re-open than shut down again for the Friday prayers and start back up on Sunday. Don't get your hopes up on anything spectacular happening any time soon as the next big event is the U.S. Iraq Business and Investment Conference in Wash. D.C. in October as the PM Maliki and the Iraqi delegation will be attempting again to obtain badly needed funds in the form of pledges and investment. The current economic climate it's going to be tough to get anything.

KUWAIT and IRAQ

Currently Iraq is still continuing with efforts to remove themselves from the U.N. Charter Chapter VII as outlined in the U.N. Secretary General Report (July 2009). The Iraq and Kuwait relations is not all as severe as you would be led to believe in the media reports. I want to point out the Kuwaiti government assisted with transporting of the wounded Iraqi's involved in the 19 August terror attack in Baghdad to medical treatment centers in Kuwait.

The Iraqi government has formed committees to solve the issues between the two governments. If you have been reading there are several issues the Iraqi government has to resolve with the Kuwaiti government. Such as;

The Missing Kuwaiti's and notifying the families of what happened to them
The return of the Kuwaiti archives
Land and border issues to include water
The war reparations
The return of all property that was removed from Kuwait

Kuwait is still adamant of leaving Iraq under the Chapter VII for the foreseeable future. Kuwait has not given an answer on using the war reparations as investments inside Iraq. This does not mean that after Iraq resolves all the issues listed above that Iraq will have UN Chapter VII lifted there are other matters under Chapter VII to be resolved.

There are rumors going around that after 1 October the U.S. dollar will be outlawed in Iraq and the answer is no. The U.S. currency is not being outlawed or forbidden in Iraq. You can still go into any Iraqi bank and obtain U.S. dollars and even at the local markets. The Iraq government and the U.S. government are trying to limit the amount of U.S. dollars inside Iraq and to force the upgrades of the ETF electronic funds transfer of the select few Iraqi banks. Hopefully, more Iraqi banks will also upgrade or acquire the required ETF systems and participate also. Plus, all contracts are still numerated in U.S. currency this has not changed.

IRAQ JOINING GCC

Another rumor is that Iraq is going to be joining the GCC very soon.

It is a nice thought in your forum world and makes for great conversation. However, let's look at this just by using common sense.

Why would the Kingdom (Saudi Arabia) who despises the Iraqi Shia led government offer a place in the GCC in the first place?

Also the last time I checked the Kingdom, has not opened an Embassy inside Iraq which is one of the requirements to even get the opportunity to join the GCC.

I have said this before and I'll say this again everything you see that is happening inside Iraq is all preparation for the National Elections we all hope will be held in Iraq in January 2010, which is 104 days from today.

Ramadan is about over and will have the EID celebration after and than September will be over with no significant movement in the currency, which I've predicted for you in my RV updates.

Inflation is on the way up as Iraq continues to import all goods and services into the country. Unemployment is still at an all time high. The Iraqi government is still subsidizes all those State workers that are not currently working or helping with the reconstruction efforts. Iraq government is still trying to pass badly needed legislation through the new Iraqi Parliament which is not going very well.
