Iraq and Syria sign agreements

Recently a five year agreement was signed between the two countries agreeing to cooperate with immigration, passports, combating terrorism and crime and the exchanging of information such as wanted people in both countries.

The agreement also called for border monitoring systems and exchanging information about organized crime. I am always curious why everything is a five year agreement. The International compact is a five year agreement and other agreements as well I just can’t think any more but I know there out there.

Syria knowing them will not fulfill the agreement and exchange information. I wonder if Sammarrai headed to Syria remember the corrupt US Citizen convicted felon on the run I just spoke about.

I wonder how long it will be for the Syrian government to obtain large contracts with Iraq.

Ministry of Electricity Escapes Green Zone

On Oct 12 I mentioned about one former Iraqi Ministry of Electricity named Ayham Al-Samarrai who had been convicted for corruption in an Iraqi Public Integrity Commission court headed by the lead Judge name Radhi Hamza Al-Radhi. The former Electric Ministry was sentenced to 2 years and he also had additional charges pending against him.

Sammarrai was being held at a Police Station located inside the green zone which Iraqi police officers supposedly were guarding him and along with a private security company. The private security company is supposedly American, we shall see if this is actually true but it wouldn’t surprise me.

Apparently, the Police were summoned away from the Police Station leaving the private security company with no Iraqi police presence and some how the convicted Ministry of Electricity Sammarrai escaped. The security company vanished also.

The great escape occurred on 17 Dec. I wonder if he had a change of clothes or did he have time to change clothes. Sammarrai was inside the green zone surrounded by thousands of US Military, Private security, Iraqi Army, Iraqi Police and this guy walks away and according to the US Embassy Baghdad he is on the run.

I should also mention Sammarrai holds a dual US and Iraqi citizenship and maybe he is still in the green zone, maybe he is having some tea at the US Embassy.

This will be interesting to see how this develops and if they re-capture the convicted felon.

The day after Sammarrai, escapes the current senior Ministry of Electricity official Saed Abd al-hamid survived an assassination attempt on his life. The explosive device was hidden underneath his car and he was seriously hurt killing the driver and also wounding the Ministry administration department official who was also inside the vehicle.

I am sure these two incidents are unrelated. Maybe Sammarrai wants his job back.

Iraq Stock Exchange Electronic Trading Update

As I reported back in Sept the ISX electronic trading still scheduled to be up and running in June 2007. The OMX group and other sub-contractors are working and not as fast due to the deteriorating security conditions in Baghdad. It is hoped to be completed in the second quarter of 07. We sure need it in order for the foreign investors to participate in Iraq’s economy and gain confidence in the market. Then maybe all the Iraqi’s that have left the country will return and become productive citizens. I hope the violence and the killings stop soon.

With Iran it truly is about position

Iran is slowly and determined everyday to gain a strong foothold in Iraq and is succeeding to a point. With there recently signed energy oil and fuel contracts and having a proxy army (militia) that not only control southern Iraq but also a large part of the Iraqi government to include several cabinet ministries it is a wonder why Iraq hasn't exploded. I believe 2007 will be far worst then 2006 it will be business as usual with PM Maliki and his soon to be newly appointed cabinet ministers next month. Nothing will change watch and see.

The Large corporations are just waiting for the new Oil investment law to be signed but as I have said before in earlier posts, as soon as he (PM Maliki) does then he won’t be needed anymore. Expect a quick departure and going possibly into retirement to a nice place in Dubai, or London something nice to live out a nice comfortable life.

And as I said before if he does sign the Oil Law then he will impose a restriction on it so that it is not fully implemented saving his position in the Iraqi government. Like postponing the inevitable to a later date, just like the previous PM Jafari did. Remember he went go kicking and screaming but not before him and his cronies possibly, how should I say this…..lost some money.

A private Bank from Iran called the Modern Economic Bank, will be opening very soon two branches one in Baghdad and the other in Sulaymania, to facilitate the large contribution of one billion dollars from the Iranian government.

The Iraqi Dinar exchange rate will continue to drop in the foreseeable future until the target exchange rate is accomplished. (unable to reveal the target rate at this time). Don’t worry all you cash physical Dinar holders living abroad outside the country of Iraq…you will still have some great wallpaper to hang up in the spring.

Visiting some of the Dinar forums/dealers sites that are out on the internet still the same old buzz just now it is the new people and all the old veterans who pushed this Dinar dream well they have faded away. You don’t see them posting as much or none at all. I wonder if they know about what that congressman wrote about or maybe they made enough money off Dinar sales they left.

You do know that the Iraqi Dinar has never been an international traded currency in its existence ever but there are people out there swear it will be on the Forex next week. Here is a news tip for you wannabe Dinar holders that think you will walk into a western bank and cash in for millions. It’s not going to happen, not ever. Remember, the State of Utah listed the Iraqi Dinar has the top ten scam in 2005. I am sure it will make the list again in 2006.

Then there is the infamous Al-Warka Bank…..

The Ministry of Finance Jabr Al-Zubaydi, stated recently in an interview that the Iraqi Cabinet and Parliament have approved a new wage scale raising state employees salaries 50-70 percent starting in early 2007. I would like to see this happen to them so it would boost morale and also increase there living standard.

Iraq News

The Iraqi reconciliation conference held Saturday, I am not sure if it was a success or not. The President Talabani said he wanted reconciliation to include former Bathists with the exception of those involved in criminal acts. Talabani also demanded parties to define there respective stances on Federalism, rule of law, denounce terrorism, sectarian cleansing.

The PM Maliki wants former Iraqi Sadam army soldiers to join back up to include former Iraqi Army officers. PM Maliki on the 17 Dec announced a cabinet reshuffle that will take place with in the next four weeks. Maliki stated that all parties within the government have welcomed it.

The word in Baghdad is that Allawi is expected to take over the Deputy PM Job, with the National Accordance Front NAF having reservations about it.

A new political block has been formed and the name has not been said. The different parties unifying are United Iraqi Alliance (UIA), the Kurdistan Democratic Party (KDP), the Patriotic Union of Kurdistan (PUK), and the Iraqi Islamic Party (IIP).

Maybe with the new party and the coming New Year the government of Iraq will accomplish more then they accomplished recently. Don’t hold your breath the firebrand cleric Al-Sadr political party still holds six cabinet posts and 26 parliament seats in the new Iraqi government.

Hopefully, the newly formed party made up of the different factions will be a hedge against Al-Sadr, and the rest of the Militia’s will just have to wait and see and I do believe time is running out for the Militia’s to disband completely. The US patience is also running thin.
